    Default winch bumper question

can someone tell me if the lower winch mounting holes are too high on the bumper? I couldnt figure out why I couldnt get the upper tabs to fit inside the bumper and not on top, then realized that all other bumpers I have seen have the holes drilles lower, I bought it from someone on the board some time ago.
