The flaps protect the tube from rust or any other irregularities in the rim as well as normal rubbing. Gotta have them.

flaps don't usually go bad, so if you already have flaps that are not torn or otherwise damaged they will be ok.
I got my tubes from universal tire. Radial tubes work for both bias ply and radial tires. They are a thicker rubber than bias ply tubes.
And make sure you clean the inside of the tire of any debris to help prevent flats.
