I think my transfer case levers may be installed incorrectly. The high/low lever will not bypass the 2/4 wheel lever. Is that right?

The levers are one in front of the other. The rear lever is 2-4WD. The front lever is Hi/Lo. You have to put the transfer into 4WD first with the rear lever, then you can engage hi or low range with the front one.
